Abstract: | This paper discusses the ‘brain drain problem’ (i.e. when the emigration of a particular individual constitutes a problem for the country of emigration) from the Third World and more specifically form Africa to Canada, not just as a consequence of Canadian immigration policy but also in the context of immigration being a significant element of Canada’s overall relations with developing countries.
