Decree no. 1 of the United Nations Council for South West Africa

On May 19, 1967 the General Assembly established a United Nations Council for S.W. Africa which consists of 11 member states elected by the Genral Assembly. In terms of the General Assembly resolution the Council has the power and function to administer S.W. Africa until independence. The Council is only responsible to the General Assembly for the execution of tis powers and functions and can thus not in the least be said to represent the people of S.W. Africa. The administrative and executive functions are entrusted to a U.N. Commissioner for S.W. Africa who is appointed by the General Assembly. This so-called government issued its decree no 1 en 27-9-1974 concerning the protection of the natural resources of S.W. Africa.
