Devolution and the problems of national integration: a case study of the Sudan

The basic contradiction in the Sudanese experiment in devolution is that of a highly personalized style of decision-making operation within a formally and institutionally devolved system of government. The weakness of a developed structure in which the centre still inordinately dominated was illustrated by the highhanded way in which decisions of national importance were imposed from above irrespectice of opposition from substantial sections in society who, rightly or wrongly, regarded these decisions as detrimental to their fundamental rights and interests.
