Abstract: | Economic growth in Liberia created the necessity for development planning and. this planning strategy was mobilised into implementation by a politics of development. With an emphasis upon the 1970s and the Tolbert administration, the author investigates the advent, growth, and control of development planning in Liberia in the following sections: the development atmosphere – the rise of development planning – development planning as the center of politics – urban planning – control of development planning in Liberia – conclusion.
