Abstract: | An interesting aspect of ‘rural transformation’ in Tanzania is the organizational and administrative framework being evolved to cope with the tasks of implementing the policies of ‘Socialism and Self-Reliance’. The effectiveness of this framework will of course condition the outcome of each community project. The purpose of the article therefore is to relate the changing patterns of local government in Tanzania to the ongoing development effort at the community level, and to assess the progress and prospects of ‘Ujamaa Village’ development.
