Abstract: | This paper does not exhaust the topics listed – future manpower demand; the demand for high and intermediate level manpower (HILMP); employment opportunities and the utilization and absorption of graduates and diplomates -but provides certain parameters for variables like output elasticities, expenditure elasticities and data with respect to actual experiences of G.D.P. and employment rates of the past. It looks at certain surveys H conducted by the MAUU. EPD, and MACR and provides some indicators of where the manpower absorption is taking place more effectively and where it is likely to do so in future. (MAUU – Manpower Assessment and Utilization Unit of the Ministry of Labour; EPD Economic planning Division, Office of the President and Cabinet; MACR = University of Malawi Manpower Assessment Committee Report).
